Before anyone can carry out any activities in/ on/ beside the road, they
Vehicle crossings are what connects your property to a council road, and must be installed by a council-approved contractor.
Applications for a vehicle crossing must be made using the Vehicle Crossing Application form. If you prefer a hard copy, these are available from Council's administration building, Ruataniwha Street, Waipawa.
Council will assess and approve your application before you engage an approved contractor. These applications do incur a fee; see the 'Land Transport Group' section on the Fees and Charges page.
A list of approved contractors will be sent out to you once your vehicle crossing application is approved.

Central Hawkes Bay District Council is now using CAR Manager to lodge all works within road reserve via Submitica

A Traffic Management Plan is required to cover any activity that may affect the normal operating conditions of the roads (including footpaths). Please refer to the Code of Practice for Temporary Traffic Management for details.
A Road Use Consent is required to cover any activity in or on beside the road. Please complete the Road Use Consent Form (see Related Pages below) and submit it to Council.
Any activity which may require the temporary closure of a road needs approval from Council and a traffic management plan will also need to be submitted. Council requires a minimum of 60 days notice prior to the date of closure.
Applications for Temporary Road Closure must be made using the Temporary Road Closure Application form. If you prefer a hard copy, these are available from Council's administration building , Ruataniwha Street, Waipawa.
The Livestock Movements and Animals in Public Places Bylaw 2018 - Section 512 states:
"512.1 Stock grazing of road ‘berm' areas within the District, for the purpose of clearing excess vegetation growth, is not permitted without prior permission having been obtained from an authorised officer. The conditions set out in Schedule 3 of this Bylaw must be complied with in all instances of such grazing".
Applications for Roadside Livestock Grazing must be made using the Roadside Livestock Grazing application form. If you prefer a hard copy, these are available from Council's administration building , Ruataniwha Street, Waipawa.
