From December 2022, Central Hawke’s Bay District Council will be upgrading the water main on Great North Road between Tamumu Road and Abbotsford Road. We will also be extending the existing wastewater network that runs along Great North Road between Tamumu Road and Abbotsford Road. These are known as Stage 1 and 2.
These are critical assets for our community, and we are undertaking this work to support growth and development in the area as well as improve performance of key assets for our community.
The Central Hawke’s Bay Higgins team will be delivering this project as contractors to council.
The team are expecting to establish the site in November 2022 to undertake Stages 1 and 2.
Completion of the upgrade is expected by July 2023.
Water Supply Upgrade – Stage 1 (Light Blue line)
The water supply upgrade is taking place along Great North Road between Tamumu Rd and Abbotsford Rd. We will be replacingapprox. 215m of aged and undersized pipe. This is to cater for growth in the area and improve resiliency of the drinking water network servicing the northern area of Waipawa.
Wastewater Upgrade – Stage 2 (Red line)
The wastewater extension will connect to existing infrastructure on Tamumu Road at the intersection of Collins Street. It extends along the western side of Great North Road to Abbotsford Road. We will be extending the network by approx.290m to allow for growth in the area.
Stages 3 and 4
As outlined on the map below, a second stage of works (SP3 +SP4) has also been proposed for the future.SP3 includes upgrading the drinking water along Great North Road from Tamumu to Collins Street, and SP4 includes a northern wastewater extension pipeline on Great North Road.

The project will start in November 2022 and be completed by July 2023. We will update this information as the project progresses through flyers and on our website.
Yes, contractors will ensure all areas are left safe and tidy, with barriers around any excavations. Residents will be informed of potential risks outside of working hours.
Higgins will cease works from 16th December until 9th January. They will have the site secure and tidy during this busy time.
There will be minor disruptions while the water supply is changed over from the old supply to the new supply. We will communicate with affected residents in advance of any water supply shutdowns. If you are reliant on water, please do advise your key council contact, Georgia.
There will be traffic management in place to ensure the safety of residents and teams undertaking the work. We will work with Higgins to ensure residents are aware of the project and to keep these traffic interruptions to a minimum
There won’t be any major restrictions, although there may be short periods of time when access to some driveways is limited. Individual property owners/tenants will be advised in advance. If this is causing issues, please feel free to contact one of the project team to discuss.
There will be some noise because of vehicle movements and equipment operation. The impact of noise on the community will vary according to the time of day, nature of work and proximity to the noise source.
The Higgins team are permitted to work on site from 7.00am to 6.00pm Monday to Saturday. No work, other than emergency or maintenance work,will be undertaken on Sundays and Public Holidays without prior approval by Council.

Yes, we have included getting their approval to install the pipes in the State Highway, we believe they are due to reseal the State Highway late 2023, and we were keen to ensure our pipes were installed prior to the upgrade and reseal taking place.
