District Plan

The period for lodging appeals closed on 7 July 2023, and the period for lodging section 274 notices ended on 31 July 2023. Council have released an appeals version of the Proposed District Plan. This version highlights all of the provisions, including rules and maps, that are subject to appeals. For more information on appeals please go to our Appeals page. 

The Central Hawke's Bay District Plan contains objectives, policies and rules that help us sustainably manage adverse effects on the environment. It primarily addresses land use and subdivision activities in the district.

Councils are required to prepare a District Plan under the Resource Management Act 1991. The Central Hawke's Bay District Plan (also called the Operative District Plan) is nearly 20 years old, and we have worked with the community and other stakeholders on a Proposed District Plan that reflects who we are today and our aspirations for the future.

During hearings held throughout 2022, we heard from submitters on the Proposed District Plan a range of topic groups. All information regarding the hearings can be found via the 'Hearings Portal'.

The Hearings have now been completed and the Hearings Panel have made its recommendations on matters raised in submissions and the Proposed District Plan.  Those recommendations were accepted and adopted by the Council at a meeting on 24 May 2023.  The Hearings Panel Reports can be viewed here or via the 'Decisions' button below. 

The decisions were publicly notified on 25 May 2023.
