It is proposed that 3 waters assets currently owned and funded by Councils are transferred to the newly established entities
It is proposed that 3 waters assets currently owned and funded by Councils are transferred to the newly established entities (entity C for Hawke’s Bay). The entities would own the assets and incur the debt associated with them. To ensure that Local Government and the communities that we represent retain a say in the future of 3 waters delivery, it is proposed that the assets are owned by the entities ‘on behalf’ of Councils.
The governance and ownership structure under the governments proposed model is depicted below. It shows Local Authorities (Councils) retaining local ownership by having a controlling say in the entities creation. Mana whenua would also have governance rights in the creation and make-up of the entity.
