Central Hawke’s Bay Council Announces Changes Coming into Effect Under Alert Level Three

Central Hawke’s Bay District Council will bring into effect new changes to its current operations next week, once the nation moves to Alert Level 3 at 11:59pm on Monday 27 April.
 
This will see the reinstatement of additional services including those regarding construction activities, solid waste, building inspections, resource and planning consents, and some maintenance.
 
Chief Executive of the District Council, Monique Davidson, is thrilled to be able to resume some further essential services but emphasises the importance of doing so whilst ensuring the health and safety of the District.
 
“We have a robust plan in place to ensure we maintain the strict safety measures set out by the government, which largely revolves around continuing to adhere to strict social distancing protocols.”
 
Alert Level 3 will bring some much-needed stimulation to the local economy, which Ms Davidson says will be welcomed by the people of Central Hawke’s Bay.
 
“We are heading in the right direction but we must remember this fight against Covid-19 is very much a marathon, rather than a sprint."
 
“Though our capacity will still be limited under Alert Level 3, we will serve our communities as best we can, and very much look forward to resuming business as usual as soon as possible.”

Waipawa

Rural residents

Rural residents who live outside of the rubbish and recycling collection area can dispose of their rubbish and recycling at the times listed above. Disposal of refuse is permitted only in pre-paid green or yellow Central Hawke’s Bay District Council bags. Disposal of general rubbish or any other rubbish in bags that are not Council pre-paid is not allowed. Recycling must be presented in open containers for inspection. 

Recycling Drop-Off Centres
 
All closed until further notice. Based on national guidance as we unite to eliminate COVID-19, all recycling items other than glass must be sent to landfill at this time. This is because it is unable to be processed due to the increased risk factor of exposure which comes from manually sorting recycling items.
 
Plastic, tins, cardboard and paper can be disposed of at Transfer Stations and must be presented in open containers for inspection.
 
Clean glass can be deposited into the recycling containers situated at the Transfer Stations. Glass bottles and jars are still being recycled, but please observe physical distancing when using the containers.

Landfill
 
Not open to the general public. Open to commercial operators, contractors and users with landfill tags only.
 
Kerbside collection
 
All kerbside collections will continue as normal and needs to be at your kerbside on your usual day by 7.30am. On Monday 27 April (ANZAC observed public holiday) kerbside recycling will be collected as normal in Waipukurau.

 
Building Inspections

  • Some building inspections will resume to support the construction industry returning to work.
  • Each inspection request will be individually assessed, and can only be carried out on unoccupied sites.
  • The inspector will call in advance to advise when they are arriving, so the site can be vacated.

Resource and Building Consents
 

  • We will continue to process resource consents under Alert Level 3.
  • Limited site visits will commence, but these must adhere to the strict social distancing protocol set out by government.
  • Any discussion prior to or post a site visit will occur via phone or email.

 
Maintenance
 

  • Contractors will recommence maintenance, including mowing parks and maintenance of council assets.
  • With regards to roading, planned maintenance, projects and inspections will recommence.

 
Mayor of Central Hawke’s Bay, Alex Walker, welcomes the move to Level 3, noting it wouldn’t have been possible without the united commitment to abiding by the rules of Alert Level 4, which has enabled New Zealand to make giant leaps in containing the spread of Covid-19.
 
“I am proud of our district and the way in which you have each responded to such difficult circumstances.
 
“The ongoing patience and understanding with regards to the limited level of service we have been able to provide throughout this time is a testament to the resilience of the people of Central Hawke’s Bay.”
 
She says whilst the progress to date has been reassuring, now is not the time to let the guard down and risk losing all that has been achieved.
 
“Let’s keep working together to keep ourselves safe as we reignite our District.”
