A resource consent application RM220083 for the establishment and operation of a solar electricity generation farm at 189 Plantation Rd, Ongaonga was received from Skysolar Ltd on 6/5/22.

The application is in the very early stages of review and has not been granted. Our team are working through the normal processing approach and are yet to assess if there are grounds or not for notification.

Update 2 December, 2021

The notification decision is now complete and the process of limited notification will now commence. Pursuant to section 95E of the RMA, occupiers of the adjacent land and the Heretaunga-Tamatea Trust are identified as affected persons. Accordingly, each of these affected persons shall be notified of the application pursuant to section 95B(9).  On the assumption submissions are received, we are working on a hearing date in March 2022 which is yet to be confirmed.

Update: 22 November, 2021

The Peer Review of the Cumulative Waste Water Effects Assessment was completed by Pattle Delamore Partners on 11 November 2021. A notification decision can now be completed and is expected to be issued by the end of November 2021. The applicant has also submitted a revised scheme plan set to remove the existing farm house form the overall scheme plan. For further information see supporting documents below.

Update: 27 September, 2021

A s92 response was received on 5/8/21. A full peer of review of this information has now been completed.  Additional information / clarification has also been sought as a result of a meeting with concerned residents in August.

The accumulative effects of waste water were not considered to be fully addressed in the s92 response and it is considered that this aspect of the proposed subdivision has the potential to result in a significant adverse environmental effect.  Further expert analysis is required to assess whether the effects of nitrogen and pathogens from the cumulative wastewater fields will be no more than minor.  For this reason, CHBDC is seeking to commission a report under section 92(2)(b) of the Resource Management Act 1991 (RMA). Based on advice from Hawke’s Bay Regional Council the report will be commissioned from Pattle Delamore Partners.   A notification decision cannot be made until this report has been reviewed.

Update: 5 August, 2021

A resource consent application was received from Springhill Farms Ltd on 17/4/21 for a rural subdivision located at the corner of Wakarara and SH50. The proposal is to create 312 rural lots over 16 stages with lot sizes ranging from 4000m2 – 1.6ha.

The resource consent application is being processed and has not yet been granted. A s92 request for further information was issued on 3/6/21. Council is working with the developer to obtain the information necessary to complete a thorough assessment of the application.

While there may be an expectation of community consultation, Council in its function under the Resource Management Act 1991 is not able to pick and choose what it notifies for public consultation. The Act and the current operative District Plan sets those things out. Our team are working through the normal processing approach and are yet to finalise whether the development meets the threshold of a controlled activity and if there are grounds or not for public notification.

We appreciate and recognise there is high community interest with this potential subdivision being one of a number of potential subdivisions that Council is currently processing.

In the proposed District Plan that is currently out for formal consultation - closing on 6 August, 2021 – developments of this scale would be subject to more stringent consenting conditions. There are a number of new initiatives that Council introduced as part of the new Long Term Plan to encourage smart growth in the district; this includes making water tanks on all homes compulsory and increasing Development Contributions, which will see developers pay for 100% of costs associated with growth identified in the plan.
