Subdivision Consent

What is a subdivision?

A subdivision is the division of an allotment that provides for separate lots under separate Certificates of Title.

Minimum areas for subdivision:

  • Subdivision in a Rural Zone = 4000 square metres
  • Subdivision in a Residential Zone
  • Unserviced = 1000 square metres
  • Serviced = 350 square metres

Note: Unserviced sections have no reticulated sewage system available.

How do I apply?

Normally a subdivision consent is organised through a Registered Surveyor who then applies to the Council on your behalf. However if you wish to apply for a subdivision consent yourself, you will need to complete a Subdivision Consent Application Form. This is available from the Waipukurau Library and Service Centre in Kitchener Street, Waipukurau or the main Council Office at 32 Ruataniwha Street, Waipawa. You may also phone Council on 857-7731 or email the Building Control Administrator and request that a form be posted to you.

What we need from you

Once you have completed the application form you need to forward it along with the scheme plan from the surveyor and the $750 application fee to Council either by dropping it into our Waipukurau or Waipawa office or posting it to:

The process

All applications are assessed by the staff management team, at a meeting held each week. The Planner inspects the subdivision site prior to the meeting in order to prepare a report for that meeting. Once application is granted the process will get the subdivision underway.

How long will it take?

You will be notified of the result of your application within twenty working days of receipt of the full application and fees.

Central Hawke's Bay District Council (CHBDC) is required to develop a range of financial and funding policies to provide predictability and certainty about sources and levels of funding for future sustainability of the District. You can access a copy of  the Development Contribution Policy here

Development levies may be payable as a result of consent being granted. Levies will be charged at the rate that is current at the time consent is applied for, and are reviewed in July of every year. For more information on development levies, please contact the Council directly.
