The droving of stock (stock moving) throughout Central Hawke's Bay is governed by a council bylaw.

If you are droving any stock on council roads for more than a single day you will require a Droving Permit.
To apply for a droving permit e-mail Bruce Kitto or phone the Council on +64 6 857 8060. Generally at least 24 hours notice is required when applying for a Droving Permit.
When applying for a permit we will need the following details from you:
The permit will supply you with any additional safety information/details that may apply to your route, e.g. road works if known etc. It will also state any general requirements that the Bylaws Officer may impose on the drove.
If you have all the information available when asking for the permit, it will be filled out immediately by the Stock Ranger and either handed, faxed or posted to you.
People who own land and pay rates in Central Hawke's Bay will be issued a droving permit at no cost.
Residents of areas outside Central Hawke's Bay will be charged a fee of $82 per day they are droving stock on the roads.
Pursuant to the Livestock Movement and Animals in Public Places Bylaw 2008.
Non Ratepayers Fee per day of drove: $82
Ratepayers Fee per day of drove: Nil
Holding Paddock Fees:
All Users Fee per night per paddock: $66.50
Roadside Grazing Permit Fees:
All Users Annual Fee: $56
This is not the same as stock droving roadside grazing.
Rules applying to 'grazing the long acre' are in Schedule 3 of the Livestock Movement and Animals in Public Places Bylaw 2008.
