Council owns and maintains the district roading network. Network maintenance is funded by rates, with a substantial part of the network also receiving financial assistance from Land Transport New Zealand (ex-Transfund) at an assistance rate of 57%. Council staff manage the roading network, with the assistance of consultants engaged through a Network Management Contract. All work is carried out through various physical works contracts. Council manages the land transport activity to provide a road and pedestrian network that allows for the safe, reliable, efficient movement of people, goods, and vehicles. Council maintains 855.7km of sealed road and 406.3km of unsealed road

The Roading Dept is responsible for the following:
- Road Maintenance
- Footpaths, driveways, culverts
- Signage
- Slips and dropouts
- Flooding of roads
- Problematic roadside trees, including overhanging trees
- Roadside grass cutting
- Street lighting
- Street cleaning
- Roadside drainage
- Parking requirements
- Safety
If you wish to report any concerns you have in reference to the above, please either use the Request for Service form or phone the Council in the first instance on 857-8060 and explain what the problem is. Council has a 24 hour answering service.

WORKING IN / ON / BESIDE THE ROAD
Before anyone can carry out any activities in/ on/ beside the road, they must comply with the CHBDC District Plan and Council requirements. Council may require you to submit a Traffic Management Plan (tmp) and a Road Use Consent form and if so you must give 5 working days notice.
Traffic Management Plan
A Traffic Management Plan is required to cover any activity that may affect the normal operating conditions of the roads (including footpaths). Traffic Management Plan form. Please refer to The Local Road Supplement for details.
Road Use Consent
A Road Use Consent is required to cover any activity in/ on/ beside the road. Road Use Consent Form

4. ROAD CLOSURES
Any activity which may require the closure of a road needs approval from Council and a traffic management plan will also need to be submitted.
