Consultation on Bylaw Review 2017

Central Hawke’s Bay District Council is seeking community feedback on proposed amendments to the following Bylaws:

• Introductory Bylaw
• Public Places Bylaw
• Hostels Bylaw
• Trading in Public Places Bylaw
• Livestock Movement & Animals in Public Places Bylaw
• Water Supply Bylaw
• Solid Waste
• Control of Advertising Signs Bylaw
• Dog Control Bylaw
• The Keeping of Animals, Poultry and Bees Bylaw
• Cemeteries Bylaw
• Stormwater Bylaw
• Wastewater Bylaw
• Trade Waste Bylaw
• Traffic Bylaw
• Speed Limits Bylaw
• Liquor Control in Public Places Bylaw

A Statement of Proposal is available here or at the below Council offices:

  • Main Office, 32 Ruataniwha Street, Waipawa
  • Waipawa Library, High Street, Waipawa
  • Waipukurau Library & Service Centre, Kitchener Street, Waipukurau

Minor amendments have been made to a majority of the above Bylaws as a result of changes in legislation, addition of ‘definitions’, and formatting.

Council is particularly seeking feedback on changes made to the Water Supply Bylaw.

Section 707.1.4 Other Users has been amended to ensure that tanker filling points at Waipukurau and Waipawa are only accessible by those that have an approved permit, and are authorised with Council. This is to provide Council and the community an assurance that the water supply is not compromised by contaminants at filling points.

Section 708.4.4 Out of Area Supply has made provision for premises that are not within an urban reticulated water supply area, to connect to the reticulated supply, subject to conditions entered into in ‘An Agreement for Supply’.

Council is also seeking feedback on the Keeping of Animals, Poultry and Bees Bylaw.

While no amendments have been proposed, Council acknowledges that there is an increasing interest in people placing a bee hive in their gardens, which is currently prohibited in residential and township zones.
