ON LICENCE
- An on licence allows liquor to be sold for consumption on the premises.
- A licence, if granted, is issued for one year and then is renewed for up to three years after that.
- The hours of trade are dependent on the Council's Sale of Liquor Policy 2009 and the provisions for licensed premises hours in the Central Hawke's Bay District Plan.
- The application fee which is set by statute (Sale of Liquor Regulations 1990) is $776.00.
- A minimum of 20 working days are required to process an on licence.
OFF LICENCE
- An off licence allows liquor to be sold for consumption off the premises, and to allow complimentary samples of liquor on the premises.
- Supermarkets and grocery stores can only sell wine and beer.
- A licence, if granted, is issued for one year and then is renewed for up to three years after that.
- The hours of trade are dependent on the Council's Sale of Liquor Policy 2009 and the provisions for licensed premises hours in the Central Hawke's Bay District Plan.
- The application fee which is set by statute (Sale of Liquor Regulations 1990) is $776.00.
- A minimum of 20 working days are required to process an off licence.
CLUB LICENCE
- A club licence allows an Incorporated Society to sell liquor to members and their guests but does not allow sales to the general public.
- A licence, if granted, is issued for one year and then is renewed for up to three years after that.
- The hours of trade are dependent on the Council's Sale of Liquor Policy 2009, the provisions for licensed premises hours in the Central Hawke's Bay District Plan, and the activities of the club.
- The application fee which is set by statute (Sale of Liquor Regulations 1990) is $776.00.
- A minimum of 20 working days are required to process a club licence.
SPECIAL LICENCE
- A special licence allows liquor to be sold and supplied at an event / occasion or series of events / occasions.
- The licence must be held by the person or entity making the profit from the sale of liquor.
- The hours of trade are dependent on the Council's Sale of Liquor Policy 2009, the provisions for licensed premises hours in the Central Hawke's Bay District Plan and the nature of the event / occasion. Hours requested beyond those allowed for may require Resource Consent.
- The application fee which is set by statute (Sale of Liquor Regulations 1990) is $63.00.
- A minimum of 15 working days are required to process a special licence.
TEMPORARY AUTHORITY
- A temporary authority allows a licensed premises to continue trading under the existing hours and conditions when a new operator takes over.
- The temporary authority can be issued for a maximum of three months. A second temporary authority may be issued but usually only if a full licence has been applied for.
- The application fee which is set by statute (Sale of Liquor Regulations 1990) is $132.00.
- A minimum of 10 working days are required to process a temporary authority.
ADDITIONAL REQUIREMENTS FOR NEW ON, OFF & CLUB LICENSES
A certificate under sections 9, 31 and 55 (for building and resource management) is required before a licence is issued. These certificates are $65.00 each - making $130.00 for both.
RESOURCE MANAGEMENT CERTIFICATE
This is to check the following:
- Whether the activity is permitted
- Whether there is adequate parking
- Restriction on trading days and hours
BUILDING CODE CERTIFICATE
This is to check the following:
- Structural alterations
- Fire safety and egress
- Maximum occupancy (toilets, fire escapes etc)
- Disabled access
