The Chief Executive's department includes Communications, Democracy, Economic Development and Elections:
The department regulates the activities of Council and the public. Regulatory Services staff implement many statutory requirements such as the Resource Management Act and the Building Act and any bylaws set by Council.
The District Plan is the main planning document produced by this department.
Activities are centred on Rural Fire, Animal Control, Environmental Health, Resource and Building consents, and Sale of Liquor and other Licences.
Council also has an efficient Civil Defence organisation to cater for any emergencies that may occur which is mainly resourced by Regulatory Services.
The Technical Services Group provides an in-house Civil Engineering consultancy service for Council's operations. This service provides:
The department provides the revenue and financial support services to the Council relating to the Council’s core business activities.
The department is responsible for much of the content of Council’s Annual Plan, Annual Report, Long Term Community Council Plan, Funding Policy and Treasury Policy. These documents are the important public planning documents of Council, excluding the District Plan.
This department also provides day to day operational services such as rates collection and enquiries, debtors/invoicing, creditors, rent collection, water billing, cashier duties, payroll, general ledger maintenance, HR, IT, Libraries, Corporate Policy and Health and Safety.
The Central Hawke's Bay District Council seeks to provide a cost-effective roading network that is properly maintained and managed.
Roading Services are carried out for the Council under the Professional Engineering Services Contract and various Physical Works Contracts.
The department is responsible for the operation and maintenance of several areas of Council’s assets and services. The major areas are the Water Services Group; Solid Waste Group, and Recreation & Community Facilities Group.
A large part of the departments activities relate to the management of Council’s Facilities Maintenance Contract. Central Hawke’s Bay District Council contracts out its facility maintenance functions (water, sewer, parks, gardens etc) to CHB Works.
The Civic Theatre in Waipukurau, which is both a district hall and cinema, is part of this service as well.
Asset Management Plans are a large part of this department’s activities. This information forms an important part of Council’s Long Term Community Council Plan and Annual Plan.
